  • Earned more than $43 million through investments, providing an increase in needed services without the need to raise taxes. These earnings increased dramatically over prior years, more than 3 ½ times.

  • Created unique program of investing County's funds in Arapahoe County banks with the agreement that the money is loaned out to Arapahoe County's small and medium sized businesses. More than $16 million of needed loan capital has been loaned, creating jobs, allowing expansion, and just keeping businesses alive. More than $40 million will be used for this purpose. There is no risk to the County, as the banks take all risk.

  • Updated an 19th century 'pencil and paper office' to a 21st century state-of-the-art financial office. Hired qualified accountants, and automated all Treasury functions, allowing citizens to pay taxes and obtain information over the Internet. Daily receipts are electronically deposited in County's bank account for immediate credit, increasing available investment funds and, consequently, earnings. Safety is increased as well. Office operating costs have decreased, and fewer employees accomplish more.

  • Opened multiple locations to obtain information & pay taxes, including a new office in Byers. A local bank, Guaranty Bank, connects electronically to our office, and tax payments are deposited to the County's account with accounting entries made to County records. I arranged with the bank for no cost to the County for this convenience.

  • All vendor contracts have been put out for bid, reducing costs by more than $200,000 per year, and allowing all businesses to compete for County contracts. The 'free market' has found a home at the County Treasurer's Office.

  • Doug has joined with 5 Metro Counties' Treasurers and Assessors to create a new software program handling assessment, tax billing, and accounting. This program will replace an antiquated County mainframe system from the 1970s. Operational savings from replacing the old system will pay for the new system, and the combined knowledge of the officials involved takes the software a quantum leap ahead.

  • Doug's 28 years experience as a CPA has enabled the office to solve many years of accounting problems. The county's auditors had criticized the office for internal control problems in the years before Doug's election. Within his first six months, the office was brought into compliance with Accounting Standards, the internal audit committee was pleased and the auditor provided a squeaky clean audit report for the first time in recent history.
